The Government is providing funding of £150 million per annum for academic years 2013/14, 2014/15 and 2015/2016 to provide new, substantial primary school sport funding. This funding is being jointly provided by the Departments for Education, Health and Culture, Media and Sport, and will see money going directly to Primary School Headteachers to spend on improving the quality of sport and PE for all their children. The sport funding can only be spent on sport and PE provision in schools.

Eligible schools

Funding for schools will be calculated by the number of primary-aged pupils (between the ages of 5 and 11) as at the annual schools census in January.

All schools with 17 or more primary-aged pupils will receive a lump sum of £8000 plus a premium of £5 per pupil. Smaller schools will receive £500 per pupil.

Funding for the academic year 2015/16: £9770

Purpose of funding

Schools will have to spend the sport funding on improving their provision of PE and sport, but they will have the freedom to choose how they do this.

Possible uses for the funding include:

hiring specialist PE teachers or qualified sports coaches to work alongside primary teachers when teaching PE
new or additional Change4Life sport clubs
paying for professional development opportunities in PE/sport
providing cover to release primary teachers for professional development in PE/sport
running sport competitions, or increasing participation in the school games
buying quality assured professional development modules or materials for PE/sport
providing places for pupils on after school sport clubs and holiday clubs.

Accountability

Schools will be held to account for how they spend the sport funding. Ofsted will strengthen its coverage of sport and PE within the Inspectors Handbook and supporting guidance, so that schools and inspectors know how sport and PE will be assessed in future as part of the schools overall provision offered.

Schools will be required to include details about their sporting provision on their school website, alongside their curriculum details, so parents can compare sports provision between schools, both within and beyond the school day.

Best practice

Schools will be able to draw on information on effective practice taken from case studies provided by the very best schools. One year on, Ofsted will carry out a survey reporting on the first years expenditure and its impact.

Funding period

The sport premium will be paid for the academic years 2013/14, 2014/15 and 2015/2016.

Sports Premium:

Our vision is to create a culture that encourages all our children to be active and have positive attitudes towards physical activity and healthy lifestyles.
The funding will develop a programme which includes high quality physical education as part of the curriculum; enough competitive school sport opportunities for those children who want to take part as well as activities designed to meet the needs of our least active young children.
We believe high quality physical education and school sport will contribute to a range of outcomes for our children. Not only does it equip young people with physical literacy while supporting their physical development, movement skills and body confidence, but it also contributes to their physical, mental and social well-being.
More specifically the funding has been/will be predominantly targeted in the following ways:

Development of traditional competitive sports.
All children enjoy being appropriately challenged and at a young age most are keen to explore their capabilities. At Clayton CE Primary, competitive sport will be focused on achieving ones personal best rather than being the best.
Children currently experience the main competitive sports (football, netball, tag rugby, cricket, rounders, athletics) in their PE curriculum lessons.

Development of other sporting activities. 
To engage our children in physical activity and exercise, particularly our least active children, the focus needs to be on enjoyment and the opportunity to try something new and different.
Funding will be used in developing an inclusive initiative. It will provide different year groups with the opportunity to try appealing activities that include plenty of exercise and promote wider health and well-being messages.
The sessions will be delivered by suitably qualified and experienced coaches during children's curriculum PE lessons. This will enable all children to participate. Activities will include martial arts, tri-golf and sports skipping. We also funded a member of staff who supported our inclusion in a dance festival, from initial rehearsal to performance.

Continual Professional Development of teaching staff.
Funding has been spent on professional development opportunities for teachers at Clayton CE Primary School in PE/sport. These opportunities have been predominantly provided through the Thornton Grammar School Sport Partnership; the PE subject leader at Clayton CE Primary School and teachers have also developed an on-line planning tool, working alongside qualified sports coaches and attending specific training. Funds have also been used to enable the production of more effective assessment procedures and guidelines so that progress measures can be better understood for children, staff and parents.

PE resources / equipment.
Adding to the effectiveness of the school site, as a venue for PE lessons and extra-curricular activity, was identified as a priority. To this end, we have erected floodlighting to enable outdoor activity during the Winter months and installed kick-boards around the hedged perimeter of the grassed area, thus preventing the loss of sports equipment.
Funds have been spent on ensuring we are now fully resourced in terms of resources/equipment to deliver high quality PE. This includes mats for gymnastic learning and necessary, replacement equipment for net/ wall sports and invasion games.
We have installed climbing facilities within the school hall. These, along with the necessary knowledge and training, will then be of long-term benefit to the children in school in helping to develop physical confidence and ability. 

SUSTAINABILITY
We will endeavour to use the funding to make high quality PE and sport sustainable. Our CPD programme and utilising coaches who have links to local clubs to provide further participation opportunities beyond the school day will help achieve this.
